How does Navy conduct Environmental Planning?
Environmental planning includes all environmental compliance activity conducted by Navy before implementing the proposed NPS-KHPS demonstration. The Navy follows internal policy and environmental planning compliance procedures (1,2) as established by the National Environmental Policy Act (NEPA) (3) and federal regulations (4).

Concurrently with design, environmental planning will be conducting the NEPA scoping, literature reviews, existing conditions assessments and environmental design requirements. Later, a draft NEPA Environmental Assessment will be circulated for public review. Environmental authorizations and permits will follow the NEPA process.

Environmental planning begins with scoping (Figure 2), a process used to identify significant environmental issues deserving of study and to de-emphasize insignificant issues, narrowing the scope of the NEPA process to assist federal decision making. Licensing under the Federal Energy Regulatory Commission (FERC) is not required for this project.

The Navy NEPA process is similar to the FERC NEPA process, however. The Navy Region Northwest is conducting scoping with elected officials, the potentially affected tribes, regulatory agencies, and the public. This scoping should be complete by October 2009. Public scoping events will be advertised in the news media and on this web site.
