The National Environmental Policy Act (NEPA) encourages federal agencies to consider the interests of the public at the earliest time while planning proposed actions.
The Navy is preparing an Environmental Assessment (EA) to asses the potential effects on the environment from the proposed NPS-KHPS demonstration. An EA is a detailed public disclosure document that provides an assessment of the environmental effects that might result from the NPS-KHPS demonstration.

Environmental planning comments may be provided at any time through spring 2011. Comments received before 1 August 2009 will be considered in the preparation of the EA.
